Flaws in campaigning
Campaigners can frame their campaign incorrectly, e.g. as something optional, when it is an obligation of those in positions of power.
Campaigners can fail to agree on what is wrong and what needs to be done, and so contradict each other, making it easy for those in power to ignore all of them.
A campaign can be undermined by people repeating misinformation, including by people "who should know better".
